Changes for highly qualified specialists (HQS).

Foreigners who have been working in Russia with the status of a HQS for at least two years will be able to issue an indefinite residence permit.

To do this, it is necessary that the employer pays all necessary taxes. If the reports on the personal income tax paid were not received or were received incorrectly, then in this case the employee cannot be issued as a HQS.

This residence permit will allow the HQS not to issue a work permit and visa. A foreigner will be considered a citizen permanently residing in Russia.

In addition, the changes will affect the minimum wage for obtaining the status of the HQS, it will be increased from 167 thousand rubles to 250 thousand rubles per month.
